Leaf blower rules in Suffolk County are set at the city level β Boston, Chelsea, Revere, and Winthrop each set their own hours. Massachusetts has no statewide leaf blower ban, and Suffolk County (having abolished most county functions) does not regulate blowers at the county level.
Suffolk County consists of the City of Boston, City of Chelsea, City of Revere, and Town of Winthrop β Massachusetts abolished Suffolk County government for most administrative purposes in 1999, so leaf blower regulation is entirely municipal. Boston Municipal Code Β§16-26 (Noise Ordinance) restricts all power equipment including leaf blowers to 7:00 AM to 8:00 PM on weekdays and 9:00 AM to 8:00 PM on weekends and holidays, measured at the property line. Chelsea follows its local Noise Control Ordinance with similar hours. Revere and Winthrop use their local noise bylaws. Unlike wealthier Massachusetts suburbs such as Brookline, Belmont, Lexington, and Arlington β all of which have adopted gas leaf blower bans or seasonal restrictions β none of the four Suffolk County municipalities have adopted an outright gas blower ban as of 2025. Peak enforcement season is October through December during fall cleanup. MassDEP regulation 310 CMR 7.10 provides a fallback state enforcement mechanism when noise exceeds ambient levels by 10+ dB at the property line.
Boston noise violations start at $100 for a first offense and escalate to $200-$300 for repeat offenses under Boston Municipal Code Β§16-26.12. Chelsea fines range $50-$300. State MassDEP civil penalties can reach $25,000/day for serious violations under MGL c. 21A Β§16, though rarely imposed for residential blower use.
