Chester County only regulates outdoor music on its own park property, where a permit is required for amplified sound and no radio or instrument may be played to disturb visitors. Elsewhere, outdoor music is governed by your borough or township noise code, such as West Chester's unreasonable-noise standard.
For outdoor music on private property, Chester County defers to municipalities, which regulate it under their MPC police power. West Chester Borough Code 73-3(B)(1) bars operating any radio, drum, musical instrument or sound amplifier that creates unreasonable noise, and 73-4 allows permits for special events. On county-administered land, the Parks regulations control: Section 29 requires a permit for amplifiers and bars playing any instrument, radio or CD player 'in a loud or boisterous manner which tends to disturb or annoy any visitor.' Live outdoor concerts and large gatherings on county property require a Special Event Permit from the Parks Department.
On county land, playing music to disturb visitors can bring ejection or citation. On private land, enforcement is municipal, generally a summary offense with escalating fines.
