The unincorporated county does not license outdoor music, cap event decibels, or set event curfews. An outdoor concert, wedding, or venue on county land is bound only by Texas Penal Code Section 42.01(a)(5) on unreasonable noise, presumed unreasonable above 85 decibels after an officer's warning. County parks such as Ascarate operate under El Paso County Parks reservation and permit policies, but those set no numeric noise standard; amplified events there are still governed by the state statute. Inside cities the rules are stricter: the City of El Paso requires amplified-sound permits (Chapter 5.03) and enforces noise limits (Chapter 9.40). Organizers should verify whether a venue is inside a city or unincorporated, since that determines whether any permit or limit applies.
No county event-noise citation exists. In the unincorporated county, a loud outdoor event can draw a Penal Code 42.01 citation from the Sheriff (Class C misdemeanor, up to $500) once noise is unreasonable.
