Outdoor music, parties and live events in unincorporated Spokane County must not create a noise disturbance under SCC 6.12 and must stay within WAC 173-60 limits. There is no county-issued residential party-noise permit; large events may need county event approval.
The same SCC 6.12.010 standard covers outdoor amplified music: sound from speakers or instruments that repeatedly disturbs a reasonable person of normal sensitivity is a noise disturbance, day or night. WAC 173-60-040 caps sound reaching a neighboring residence at about 55 dBA daytime and 45 dBA after 10 p.m. Backyard parties, outdoor concerts and bar patios are all subject to these limits. Commercial venues holding regular outdoor events may need county land-use or special-event authorization.
