Ornaments encroaching on the public right-of-way violate SMC Chapter 12.02 (Street Use).
There are no city fines for lawn ornaments on private property. Ornaments creating sight-line obstructions at driveways or corner-lot intersections can be cited under SMC Chapter 17C.110 with civil penalties under SMC 1.05 starting around $100.
