Spokane requires working smoke alarms in all residential dwellings per IRC Section R314 and IFC Section 907 adopted under SMC Title 17F. Rentals require hardwired interconnected alarms on each level and in each bedroom.
Spokane enforces the Washington State Building Code smoke alarm requirements through SMC Title 17F. Every dwelling unit must have smoke alarms installed in each sleeping room, outside each sleeping area, and on every level including basements. New construction and substantial remodels require hardwired alarms with battery backup, interconnected so all alarms sound together. Existing homes may use 10-year sealed battery alarms when hardwiring is not feasible. Carbon monoxide alarms are also required outside sleeping areas in homes with fuel-burning appliances or attached garages, per RCW 19.27.530. Rental properties are inspected at tenant change and require working alarms before occupancy. Landlords must provide alarms; tenants must maintain them and not disable or remove them.
Fire Department can issue correction notices with 30 days to comply. Rental non-compliance blocks occupancy. Tampering with alarms by tenants is a gross misdemeanor under RCW 43.44.110.
