Vehicle noise is governed primarily by New York Vehicle and Traffic Law Section 386, which prohibits modified exhaust systems and excessive vehicle noise statewide. Ulster County sheriff and local police enforce these rules.
NY VTL Section 386 prohibits any motor vehicle from producing noise in excess of 95 dB measured at 50 feet. Modified, missing, or defective mufflers are prohibited under VTL 375(31). Ulster County Sheriffs and town police enforce these on state and local roads. Kingston and Woodstock have supplementary noise ordinances that address idling and engine braking (Jake braking) in residential zones.
Contact your local code enforcement office for specific penalty information.
