Vehicle noise is a city and state matter, not county-set. Toledo Municipal Code 507.13(a) sets moving-vehicle limits measured at least 50 feet from the center of travel: passenger cars and light trucks under 10,000 lbs. at 76 dbA (35 mph or less) or 82 dbA (over 35 mph); motorcycles at 82/86 dbA; heavy trucks at 86-90 dbA; snowmobiles, minibikes and go-carts at 82 dbA. Section 507.13(b) bans making excessive noise, racing an idle engine, opening a muffler, unnecessary horn use and tire-squealing. Statewide, ORC 4513.22 requires an adequate muffler and prohibits noise-amplifying cutouts.
Toledo violations are minor misdemeanors, each day a separate offense (TMC 507.99). State muffler/exhaust violations under ORC 4513.22 are separately enforceable by any Ohio officer.
