The Georgia Outdoor Lighting Act (O.C.G.A. 12-6-220 et seq.) requires state-funded outdoor lighting to use full-cutoff or shielded fixtures to reduce light pollution. The act applies to state appropriations, not private property.
O.C.G.A. 12-6-220 through 12-6-228 require any outdoor lighting fixture installed using state funds, on state property, or on a state-funded highway project to be a full-cutoff luminaire that emits no light above the horizontal plane. Exemptions include emergency lighting, temporary holiday lighting, sports facility lighting, navigation lights, and fixtures under 1,800 lumens. Local governments are encouraged but not required to extend these standards. The law is administered by the Georgia Forestry Commission for parks and the Department of Transportation for roadway lighting.
Non-compliant fixtures funded by state appropriations must be replaced. Project funding may be withheld until corrected.
