Harrison County does not have a comprehensive dark-sky ordinance, but several factors drive outdoor lighting restrictions. Gulf Islands National Seashore includes Ship Island and West Ship Island off the Harrison County coast, and the county supports voluntary International Dark-Sky standards near these areas. More significantly, sea turtle nesting protections under the federal Endangered Species Act apply to loggerhead and Kemp's ridley turtles that nest on Harrison County beaches between May 1 and October 31. During nesting season, beachfront properties within 300 feet of the Gulf must shield, redirect, or turn off lighting visible from the beach to prevent disorienting hatchlings. Gulfport and Biloxi have adopted turtle-friendly lighting amendments. New commercial construction along US-90 generally requires full-cutoff fixtures with LED color temperatures at 2700K or lower. Residential lighting has fewer restrictions outside the turtle-protection zone.
