St. Clair County has no county-wide dark-sky ordinance for ordinary homes. Full-shielding, downward-facing lighting standards apply only inside the Airport Overlay District near Scott AFB and MidAmerica Airport, and single-family and agricultural uses there are exempt.
The only outdoor-lighting standards in the Zoning Ordinance sit in the Airport Overlay (AO-1) District (Sec. 40-4-120), which requires that "The light source of outdoor lighting fixtures shall be fully shielded and downward facing so as not to allow any light above the horizontal." But those rules apply to non-residential and multi-family uses, and Sec. 40-4-120(B) exempts single-family and agricultural uses. Outside the airport overlay, the county sets no general dark-sky lighting standard for residences; nuisance glare provisions may apply case by case. Municipalities may adopt their own lighting codes within city limits.
Within the AO-1 District, non-exempt lighting that violates the shielding standard is a zoning violation subject to correction orders and penalties.
