Texas Transportation Code § 683.072 declares a junked vehicle visible from a public place a public nuisance, and § 683.074(a) lets the governing body of a municipality OR a county adopt abatement and removal procedures—one of the few land-use powers a Texas county actually has. In cities, Killeen Code § 18-51 defines a junked vehicle (expired/absent registration plus wrecked or inoperable 72 hours on public or 30 days on private property), § 18-52 declares it a nuisance, and § 18-54 sets abatement steps with notice to TxDOT. Report unincorporated cases to the Bell County Sheriff or Public Health; report city cases to city code enforcement.
Killeen Code § 18-61 makes allowing a junk or nuisance vehicle unlawful; on conviction the court orders removal/abatement and the city may bill removal costs, with fines up to $200 under the updated ordinance.
