Health & Safety Code Ch. 343), abandoned/unsecured pools must be enclosed by a fence at least 4 feet high with a self-latching gate. Cities (Killeen, Temple, Belton) set their own fence height limits (typically 6 ft rear/side, 3-4 ft front).
