Unincorporated Lassen County directly regulates abandoned vehicles through Chapter 1.19 (Abandoned Vehicles) of its county code. The chapter finds that accumulating or storing abandoned, wrecked, dismantled or inoperative vehicles on private or public property, not including highways, creates a public nuisance that may be abated and removed. It adopts a vehicle abatement and removal program pursuant to California Vehicle Code Sections 22660 through 22668. Procedurally, the county mails a notice of intention to abate and remove the vehicle. Upon a request by the vehicle owner or property owner received within ten days after the notice is mailed, a public hearing is held on the question of abatement and removal. If no hearing request is received within those ten days, the county may abate and remove the vehicle as a public nuisance without a hearing. Chapter 1.19 states it is not the exclusive regulation of such vehicles and supplements other codes and statutes. Abandoned vehicles on highways or public roadways are instead handled under the Vehicle Code (CVC 22669 and related sections), under which a vehicle left 72 hours may be removed after a 10-day notice of intent.
On private/public property, an abandoned vehicle declared a public nuisance is removed and the costs of removal and disposition are charged to the owner; the owner may contest at the public hearing if requested within ten days. On roadways, the Sheriff abates under the Vehicle Code, with towing and storage costs charged to the registered owner.
