Abandoned vehicles are governed by MGL c.90 s.22D. Police may tow any vehicle left on a public way for 72 hours or more without authorization.
Massachusetts General Laws Chapter 90 Section 22D authorizes police in every Middlesex County municipality to remove and impound any motor vehicle that has been abandoned on a public way or private property. A vehicle is presumed abandoned if left on a public way for 72 continuous hours or on private property for more than 72 hours without consent of the owner. Before disposal the registered owner must be notified by certified mail. Unclaimed vehicles may be sold or scrapped after 30 days. Cambridge, Somerville, Lowell, Framingham, and Newton have local ordinances mirroring state law and requiring property owners to report abandoned vehicles to local police. Owners are responsible for towing and storage fees. Vehicles missing a VIN plate or with expired registration over 60 days are also subject to removal under local bylaws.
