There is no county code provision authorizing homeowners to paint address numbers or reserved-parking markings on public curbs, and no residential curb-marking permit exists in the unincorporated area. Curbs, gutters, and pavement markings within a county right-of-way are part of the transportation system maintained by Santa Rosa County Public Works/Engineering; on state roads, the Florida Department of Transportation (FDOT) controls markings under the Florida MUTCD. Storing goods or products on a right-of-way is separately prohibited by the Land Development Code. Residents wanting a marking (such as a no-parking or fire-lane stripe) should petition Public Works rather than paint a curb themselves. Cities set their own rules on municipal streets.
Unauthorized painting, striping, or obstruction of a public right-of-way may be treated as a right-of-way violation or littering (FS 403.413); the county may remove the marking and bill the responsible party.
