There is no Prince William County ordinance letting a resident paint a curb to reserve or restrict parking. Curb colors and pavement markings that regulate stopping and standing are official traffic-control devices governed by Chapter 13 and, on VDOT-maintained secondary roads (most County residential streets), the Virginia Department of Transportation and the Virginia MUTCD. Because Virginia is a Dillon-rule state, only the County or VDOT may install or authorize such markings. A homeowner cannot create an enforceable no-parking or fire lane simply by painting the curb; unauthorized markings on public right-of-way can themselves be a code issue. Fire-lane markings require Fire Marshal approval.
Unauthorized markings on public right-of-way may be removed by the County; parking based on a self-painted curb is not legally enforceable against others.
