Polk County has no ordinance letting residents paint or mark curbs, and doing so on a public road is not authorized. Where official traffic-control markings or signs prohibit parking, you must obey them; otherwise, park parallel within 12 inches of the curb.
The Polk County Code does not provide a curb-painting or curb-reservation program for residents, and painting a public curb is not a recognized private right. Sec. 10.3-17 makes it unlawful to stop, stand or park at any place where official traffic-control devices, markings, or signs prohibit stopping or parking. Sec. 10.3-18 requires vehicles to park parallel with the right-hand wheels within 12 inches of the right curb or road edge. Official curb markings and signage are installed by the county or FDOT, not residents. Inside city limits, municipalities may operate their own curb-marking and parking-zone programs.
Parking against a validly marked no-parking curb violates Sec. 10.3-17; the Sec. 10.3-21 schedule applies (warning, $100, $250, $500). Unauthorized marking of public property is separately prohibited.
