In unincorporated Cabarrus County, off-street parking and driveway standards are set by the Cabarrus County Development Ordinance Chapter 10 (Parking & Loading), supplemented by Code of Ordinances Chapter 46 (Off-Street Parking) and Chapter 74 (Traffic & Vehicles). Junk or inoperable vehicles are prohibited in every zoning district.
The Cabarrus County Development Ordinance applies to unincorporated properties only β Concord, Kannapolis, Harrisburg, Mt. Pleasant and Midland each enforce their own driveway codes. Chapter 10 of the Development Ordinance establishes minimum off-street parking counts, driveway location standards and surface requirements; low-traffic storage yards (fewer than 30 average daily trips) may use turf or gravel rather than pavement. Junk vehicles are not allowed in any zoning district county-wide. Driveway access onto a state road also triggers NCDOT driveway permit review under NCGS Ch. 136-93.
Civil penalties for zoning violations are assessed by Cabarrus County Planning & Zoning Enforcement (704-920-2141). Continuing violations accrue daily fines until brought into compliance; junk-vehicle complaints can also trigger nuisance abatement.
