Blocking driveways on County roads is governed by the California Vehicle Code, and clearing snow berms left across driveways by plows is the resident's responsibility. Pushing driveway snow back into the County roadway is illegal.
Calaveras County does not publish a separate driveway-parking ordinance; on County roads, CVC §22500(e) prohibits stopping, parking, or leaving any vehicle in front of a public or private driveway. The County's most concrete driveway guidance is in its snow operations. Public Works states: 'During snowplow operations a berm is left in front of all driveways. Clearing the berm is the responsibility of the resident.' If a resident pushes snow from the driveway into the road, 'it will be pushed back into the driveway when the plows come through again.' Public Works recommends shoveling driveway snow to the right (as you face the street) so the plow carries it further down the road. Critically, the County's snow flyer warns it is illegal to put driveway snow into the roadway: 'Do not shovel or put snow from driveways in the roadway as this creates a hazard for other drivers, a liability for you, and is illegal.' This reflects California Vehicle Code §23113, which prohibits depositing material, including snow, on a highway. Driveway aprons and access in snow country must also be kept clear so plows and the road right-of-way function.
Parking in front of a driveway is cited under CVC §22500(e). Depositing driveway snow onto a County road is prohibited (described by the County as illegal; CVC §23113). Vehicles blocking driveways may be towed under CVC §22651(d).
