East Providence, RI Parking Rules: EV Charging (2026)

Rhode Island's State Building Code Council adopted EV-ready requirements for new construction effective 2022, requiring specified percentages of parking spaces in new multifamily buildings to include conduit and panel capacity for future EV chargers. Residential Level 2 (240V) charger installation requires an electrical permit issued by the local municipal building department (Providence Dept. of Inspection and Standards, Cranston Building Dept., etc.) under RIGL §23-27.3. Rhode Island Energy (formerly National Grid) offers the ConnectedSolutions and EV charging rebates under the state's Least-Cost Procurement framework (RIGL §39-1-27.7). RI OER's DRIVE program provides purchase incentives up to $2,500. Condominium EV charger rights are governed by RIGL §34-36.1-2.111.1, enacted in 2022, which prohibits condominium associations from banning EV charger installation by unit owners (similar to but narrower than CA Civil Code §4745). ADA accessibility requirements under 2010 ADA Standards apply to public charging stations. Providence has installed multiple public Level 2 and DC fast chargers through partnerships with ChargePoint and Tesla.
