Nevada County has no county-specific electric-vehicle-charging parking ordinance for unincorporated areas; designated EV charging spaces are governed by California Vehicle Code Section 22511, which bars parking in a charging stall unless the vehicle is connected for charging and allows towing of unauthorized vehicles.
There is no separate Nevada County code chapter creating or enforcing electric-vehicle charging-space parking rules in the unincorporated area; this subject is controlled by state law. Under California Vehicle Code Section 22511, a local authority, by ordinance or resolution, or a person in lawful possession of a parking facility, may designate stalls or spaces - on public streets or in off-street facilities - for the exclusive purpose of charging and parking a vehicle that is connected for electric charging purposes. Once a space is properly designated, a vehicle may not park or stand there unless it is connected for electric charging, and the owner or local authority may cause an unauthorized vehicle to be removed to the nearest public garage. For off-street facilities, signage must be not less than 17 by 22 inches with lettering at least one inch high, stating that 'Unauthorized vehicles not connected for electric charging purposes will be towed away at owner's expense.' Violations are subject to traffic-violation penalties; specific fine amounts are set within the state framework. Because most of unincorporated Nevada County is rural, public charging stations are concentrated at commercial sites and government facilities, where the operator's posted rules and Section 22511 apply.
Parking a non-charging vehicle (including an EV not plugged in) in a properly designated and signed charging space is a Vehicle Code violation subject to citation and towing at the owner's expense under CVC 22511.
