St. Clair County has no curbside loading-zone program for unincorporated roads. Instead, its zoning ordinance requires certain uses to provide off-street loading berths on the same lot, with paved access ways at least twelve feet wide. Cities set curbside loading zones within their limits.
Rather than painted curbside loading zones, the St. Clair County Zoning Ordinance regulates off-street loading. Sec. 40-6-9 requires off-street loading facilities for listed uses; Sec. 40-6-10 requires all off-street loading areas to be located on the same lot as the use served; and Sec. 40-6-11 requires access ways at least twelve feet in width built on a stone base surfaced with bituminous concrete. The number of loading spaces required scales with floor area under Sec. 40-6-16 (for example, one loading space for dwelling uses of 20,000 square feet or more). There is no county on-street loading-zone designation for unincorporated highways; those are governed by the Illinois Vehicle Code and, inside cities, by municipal ordinance.
Failing to provide required off-street loading berths is a zoning violation enforced during site plan review and by the Zoning Administrator.
