Loading requirements in unincorporated Sutter County are established by Section 1500-20-100 of the Zoning Code (Article 20, Parking, Loading and Improvements). Subsection A requires a minimum of one loading space (dock or parking space) for all commercial and industrial use types in excess of 10,000 square feet that require a loading space, plus one additional space for every additional 20,000 square feet of floor area, up to a maximum of four loading spaces. Subsection B sets dimensions: each required loading space must be at least 12 feet wide, 40 feet long, and provide 14 feet of vertical clearance. Subsection C requires loading spaces to be separate from other required parking and maneuvering areas, located to the rear of properties where feasible, and prohibits any loading space or dock from facing a residential use within 500 feet. Subsection D requires screening of all loading spaces, docks, and truck parking areas from adjacent roadways and residential uses, by a minimum six-foot hedge, six-foot chain-link fence with privacy slats and landscaping, or a solid six-foot wall and landscaping. Subsection E requires all loading areas to be striped and clearly identified for loading purposes only. Subsection F requires passenger loading areas for any commercial or industrial use type or complex greater than 50,000 square feet of gross floor area, located at the primary pedestrian access points. These standards are administered by the County Development Services Department. On-street loading near County facilities may also be governed by posted restrictions under Section 1120-105.
Failing to provide a required loading space for a commercial or industrial use over 10,000 square feet, undersizing a loading space below 12 by 40 feet with 14-foot clearance, omitting required screening or striping, or placing a dock facing a residential use within 500 feet violates Section 1500-20-100.
