In Perris, oversized and heavy vehicles are governed by Perris Municipal Code Chapter 10.40 (Truck Routes) and Chapter 10.42 (commercial-vehicle parking). Ordinance 1413 (2022) amended Chapter 10.40 so vehicles over five tons gross weight must use one of 15 designated, signed truck routes. Chapter 10.42 limits where large vehicles, trailers, and semitrailers may park, with a permit process.
Oversized-vehicle rules in Perris are unusually well developed because of the city's heavy warehouse and logistics traffic. The key weight-based rule is in Chapter 10.40 (Truck Routes), amended by Ordinance 1413 adopted January 11, 2022. Amended Section 10.40.030(a) provides that once a truck route is established and posted with signs, any vehicle exceeding a maximum gross weight of five tons must drive on a designated route and none other; Section 10.40.040 makes operating a five-ton-plus vehicle on a non-designated street a violation punishable under Chapters 1.16, 1.17, and/or 1.18. Ordinance 1413 lists 15 designated truck routes, including Interstate 215, Western Way, Harley Knox Boulevard, Indian Avenue, Perris Boulevard, Redlands Avenue, Evans Road, Morgan Street, Rider Street, Placentia Avenue, State Highway 74 (Fourth Street), Ellis Avenue, Goetz Road, Case Road, and Ethanac Road. The stated purpose was to keep truck traffic from traveling or parking on commercial or residential streets in the northern part of the City. Separately, Chapter 10.42 limits where large commercial vehicles, trailers, and semitrailers may park. The exceptions in Section 10.42.020 are narrow (a two-hour meal/rest stop in a commercial or industrial zone, active loading, or service to property on the same block), and a permit under Section 10.42.030 is required for many situations, with a residential-street trailer/semitrailer permit only available where the block is walled off from homes. Owners of buses, large box trucks, and trailers should treat both Chapter 10.40 and Chapter 10.42 as binding.
Driving an over-five-ton vehicle off a designated truck route violates Perris Municipal Code 10.40.040 (penalties under PMC Ch. 1.16, 1.17 and/or 1.18). Parking large commercial vehicles, trailers, or semitrailers outside the Section 10.42.020 exceptions without a Section 10.42.030 permit is enforced by Perris Municipal Enforcement Services and Police, who list commercial-vehicle enforcement among routine activities. Confirm fine amounts with the City.
