Quiet hours in Perris, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
The City of Perris has no single bright-line 'curfew' clock, but Perris Municipal Code Chapter 7.34 (Noise Control) sets nighttime amplified-sound limits of 60 dBA between 10:01 p.m. and 7:00 a.m. (versus 80 dBA daytime) and broadly prohibits loud noise that disturbs a residential neighborhood. This is the city's own code, separate from Riverside County's ordinance.
Perris Municipal Code section 7.34.050 makes it unlawful to willfully make or permit any loud, excessive or offensive noise that unreasonably disturbs the peace and quiet of any residential neighborhood, that is physically annoying to persons of ordinary sensitivity, or that is so harsh, prolonged or unusual as to cause physical discomfort. Rather than a fixed quiet-hour curfew, Perris applies the dBA limits in section 7.34.040: amplified sound measured at or beyond the property line may not exceed 60 dBA from 10:01 p.m. to 7:00 a.m., or 80 dBA from 7:01 a.m. to 10:00 p.m. Section 7.34.050 adds that if noise causes the level at the property line to exceed the ambient noise level by more than 1.0 decibel, a violation is presumed. In judging a violation the code weighs nine factors, including the time of day, proximity to sleeping facilities, the zoning of the area, and whether the noise is recurrent or constant. Because Perris is an incorporated city, this municipal code (Ord. No. 1082, 2000) governs inside city limits; Riverside County's noise ordinance applies only to unincorporated areas.
Section 7.34.010 declares prohibited noise a public nuisance punishable as a misdemeanor. Animal and amplified-noise complaints are handled by City of Perris Code Enforcement and Animal Control, which may issue warning notices, administrative citations, and abatement orders.
