Perris Municipal Code section 7.34.100 addresses motor-vehicle noise off the public highway. Except as otherwise provided, it is unlawful to operate any motor vehicle on a site other than a public street or highway in a manner causing noise in excess of the levels permitted for on-highway vehicles under California Vehicle Code section 23130 (the table for '45-mile-per-hour or less speed limits'), as adjusted for distance using a correction table in section 7.34.100 that runs from minus 6 decibels at 25 feet to plus 6 decibels at 100 feet (with 50 feet as the preferred measuring distance). The section exempts authorized emergency vehicles used in emergencies, including sirens and horns. Separately, section 7.34.080(1) declares the unnecessary use or operation of horns, signaling devices or similar devices on automobiles, motorcycles or other vehicles to be a prohibited disturbing noise. On public streets, vehicle exhaust and noise are governed primarily by the California Vehicle Code (for example, the muffler and excessive-noise provisions), which the city enforces alongside the Riverside County Sheriff's Department, Perris Division. The off-highway provision is the City of Perris's own addition for noise on private property and non-highway sites.
