Perris Municipal Code section 7.34.040 limits amplified sound (only music or the human voice are permitted) to 80 dBA from 7:01 a.m. to 10:00 p.m. and 60 dBA from 10:01 p.m. to 7:00 a.m., measured at or beyond the property line. Loudspeakers and similar devices that disturb the peace are separately prohibited under 7.34.080(2). These are city rules.
Section 7.34.040 of the Perris Municipal Code states that the only amplified sound permitted is music or the human voice (or both), and that the volume may not exceed set noise levels when measured outdoors at or beyond the property line of the property from which the sound emanates. Those limits are 80 dBA between 7:01 a.m. and 10:00 p.m. and 60 dBA between 10:01 p.m. and 7:00 a.m. 'Sound amplifying equipment' is defined in section 7.34.020 as any machine or device for amplifying the human voice, music or other sound, excluding standard vehicle radios heard only by occupants and excluding traffic-safety warning devices and emergency utility communications. In addition, section 7.34.080(2) prohibits using any radio, musical instrument, drums, phonograph, television, loudspeaker, or sound amplifier in a manner that disturbs the peace, quiet or comfort of a reasonable person of normal sensitivity anywhere in the city, with an exception for licensed parades or city-authorized events. Because Perris is incorporated, these are the controlling amplified-sound rules within the city, not Riverside County's ordinance.
Exceeding the 7.34.040 dBA limits or disturbing the peace with amplified devices under 7.34.080(2) is a public nuisance punishable as a misdemeanor (7.34.010), enforced by City of Perris Code Enforcement; some events require prior city authorization.
