Perris Municipal Code section 7.34.080(7) specifically regulates leaf blowers. Unlike many cities that have no leaf-blower rule, Perris addresses them directly. Perris Municipal Code section 7.34.080(7) defines a 'leaf blower' as any portable, hand-held or backpack, engine-powered device with a nozzle that creates a directable airstream capable of moving leaves and light materials. It prohibits operating a leaf blower in any residential-zoned area between 7:00 p.m. and 8:00 a.m. on weekdays and between 5:00 p.m. and 9:00 a.m. on weekends or legal holidays. It also caps leaf-blower sound at no more than 80 decibels measured at a distance of 50 feet or greater from the point of noise origin, and requires that leaf blowers be equipped with functional mufflers and an approved sound-limiting device so the unit cannot exceed that limit. Perris does not ban gas-powered blowers outright the way some California cities do; it instead limits their hours and noise output. As an incorporated city, this rule governs within Perris; Riverside County's general noise provisions do not control inside city limits. Note that California Assembly Bill 1346 separately phases out the sale of new gas-powered small off-road engines statewide, which affects equipment availability but is a state, not city, measure.
Operating a leaf blower outside permitted hours or above 80 dB at 50 feet violates section 7.34.080 and is a public nuisance punishable as a misdemeanor under 7.34.010, enforced by City of Perris Code Enforcement.
