Perris Municipal Code section 7.34.060 bans construction, demolition, excavation, alteration or repair noise between 7:00 p.m. and 7:00 a.m., and all day on Sundays and most legal holidays. Construction activity may not exceed 80 dBA in residential zones. This is the City of Perris's own rule, distinct from Riverside County's construction-hour limits.
Under Perris Municipal Code section 7.34.060 it is unlawful, between 7:00 p.m. of any day and 7:00 a.m. the following day, or on a legal holiday (with the exception of Columbus Day and Washington's Birthday), or on Sundays, to erect, construct, demolish, excavate, alter or repair any building or structure in a manner that creates disturbing, excessive or offensive noise. The same section caps construction activity at 80 dBA in residential zones in the city. In practice this allows daytime construction Monday through Saturday from 7:00 a.m. to 7:00 p.m., plus Columbus Day and Washington's Birthday, while prohibiting it on Sundays and other legal holidays and during overnight hours. The 80 dBA residential ceiling mirrors the general daytime amplified-sound limit in section 7.34.040. Because Perris is an incorporated city, this is the controlling construction-noise rule inside the city; Riverside County Ordinance No. 847 governs only unincorporated areas. Major projects approved through the city's development process may also carry separate, project-specific noise mitigation conditions under the zoning code's performance standards.
Construction noise in violation of section 7.34.060 is a public nuisance punishable as a misdemeanor under section 7.34.010 and is enforced by City of Perris Code Enforcement, which may issue stop-work notices and citations.
