Trinity County's Snow Removal Policy #2010-01 prohibits parking in the county road right-of-way during snow-removal operations; vehicles blocking plows are towed at the owner's expense. Residents must keep vehicles and trash cans at least five feet off the roadway in Weaverville, Trinity Center, Lewiston, Hayfork and Ruth.
Trinity County is a high-elevation Trinity Alps snow county, and the Department of Transportation plows only county-maintained roads under Snow Removal Policy #2010-01. The Policy is firm on parking: 'Do not park vehicles or place your trash cans on roadways or along the edge of roadways. Vehicles blocking snow removal operations may be towed away at owner's expense. Park or place trash cans a minimum of five (5) feet off the roadway on your property.' It adds that 'Parking is not permitted in the County Road right-of-way during snow removal operations' and that 'Vehicles left on the road will be towed at owner's expense.' Normal snow removal runs 7 a.m. to 5 p.m. weekdays once accumulation exceeds three inches before 3 p.m.; in a declared snow emergency it runs 6 a.m. to 6 p.m. all week. Plowing follows priorities: Priority 1 (major collectors/arterials and Sheriff emergencies), Priority 2 (minor collectors, bus routes, public spaces), Priority 3 (all other roads, not plowed on weekends). The County does not plow private roads, state highways (Caltrans plows Highways 3, 36 and 299) or roads that are not winter maintained. Residents are told to clear their own driveway berms, keep snow out of the roadway (illegal), clear their own driveway culverts, and park in County lots during storms.
Vehicles parked in the county road right-of-way or blocking snow-removal operations are towed at the owner's expense under the County Snow Removal Policy #2010-01. Putting driveway snow into the roadway is described by the County as illegal and is barred by CVC §23113.
