Standard meter hours are 8:00 AM to 6:00 PM Monday through Saturday, with rates set by ordinance and posted at each meter or pay station.
Residential neighborhoods including the West End, Cabbage Hill, and the Seventh Ward operate under Residential Permit Parking (RPP) zones. In these zones, non-permitted vehicles are limited to two hours of parking between posted enforcement times. Permits are issued to residents on application; visitor permits are available for short stays. Chapter 263 also imposes a 72-hour limit on any vehicle remaining in the same on-street location; vehicles exceeding this limit may be ticketed or towed as abandoned.
Standard PA Vehicle Code restrictions are mirrored in the city ordinance: no parking within 15 feet of a hydrant, 20 feet of a crosswalk, in front of a driveway, or on a sidewalk (75 Pa.C.S. Β§3353). When a snow emergency is declared by the Mayor, all vehicles must be removed from designated Snow Emergency Routes within the time published on the emergency proclamation; violators are towed at owner expense.
Expired-meter and overtime parking citations begin around $20β$30 and rise with each unpaid day. Snow emergency route violations carry a $75β$100 fine plus tow and storage. Repeat or unpaid tickets may result in a vehicle being booted or towed. Parking in front of a hydrant or in a fire lane is a $100+ violation. Disputes are handled through the Lancaster Parking Authority.
