The county has no comprehensive on-street parking meter or permit scheme for unincorporated roads; on-street parking is largely governed by the Illinois Vehicle Code and the county's ban on abandoning vehicles on highways. Inside cities, municipal rules apply.
St. Clair County directly regulates only unincorporated county roads, and its County Code focuses on abandoned and inoperable vehicles rather than day-to-day curbside parking. The county Motor Vehicle Code (Sec. 24-2-3) makes it unlawful to abandon a vehicle on any highway, and towing rules (Sec. 24-2-5) allow removal after 10 hours on urban highways or 24 hours on rural highways. Routine stopping/standing/parking on state and county highways otherwise falls under the Illinois Vehicle Code (625 ILCS 5, Article XI). Within incorporated municipalities such as Belleville, East St. Louis, or O'Fallon, the city or village sets and enforces on-street parking rules.
Vehicles abandoned on a highway may be towed after the statutory waiting period; abandonment is a petty offense with a fine not to exceed $500 (Sec. 24-2-16).
