Colusa County has no dedicated garage-sale or yard-sale ordinance in its County Code for unincorporated areas β there is no permit requirement, frequency cap or duration limit specific to residential sales. General zoning, signage and nuisance rules still apply.
A review of the Colusa County Code found no chapter or section regulating residential garage, yard or rummage sales in the unincorporated county; the code's licensing chapter (Ch. 10) and offenses chapter (Ch. 14) do not impose garage-sale permits, limits on the number of sales per year, or hours of operation. This means occasional household garage sales are generally permissive in unincorporated Colusa County. However, three general rules still apply: (1) garage sales must not become a commercial business that conflicts with the residential zoning of the parcel under the Zoning Code (Ch. 44); (2) temporary signs advertising a sale are subject to the County's sign regulations and encroachment rules (Ch. 29) β signs may not be placed in the public right-of-way so as to obstruct it; and (3) accumulated unsold merchandise, debris or junk left on the property can be abated as a public nuisance under Chapter 42 or Chapter 32. Because no permit is required, sellers should simply confirm any homeowners-association rules and remove signs promptly after the sale. Residents inside the cities of Colusa and Williams should check those cities' codes, which may differ.
There is no county garage-sale permit to violate. Enforcement only arises if a sale crosses into an unpermitted commercial use (Zoning Code, Ch. 44), if signs obstruct the public right-of-way (encroachment, Ch. 29), or if leftover goods and debris become a public nuisance (Ch. 42 / Ch. 32). These are handled through the standard code-compliance process by the County Code Compliance Officer (530-458-0885).
