DeSoto County and its municipalities have adopted the 2018 International Property Maintenance Code (IPMC) as the blight enforcement framework. Mississippi Code §21-19-11 authorizes municipalities to clean lots, remove rubbish, and abate nuisances at the property owner's expense with costs becoming a lien on the property. County Code Enforcement investigates: peeling/deteriorated exterior paint (IPMC §304.2), broken/boarded windows (§304.13), accumulated debris/junk (§302.1), inoperable vehicles on residential property over 30 days (§302.8), overgrown vegetation (§302.4), and dilapidated structures (§304). Process: written notice via certified mail with 15 to 30 day compliance period, Board of Adjustment hearing available, municipal abatement if ignored, lien filed with Chancery Clerk. Abandoned and vacant structures over 60 days may require registration in some municipalities. Dangerous structure demolition follows §21-19-11 procedures including published notice.
