Champaign County enforces property maintenance in the unincorporated area through its Public Nuisance Ordinance, adopted in 2016. Junk, accumulated refuse, inoperable vehicles and overgrown lots can be declared nuisances and abated. The cities run their own blight codes.
This is where county authority is strongest. Champaign County's Public Nuisance Ordinance, adopted by the County Board in October 2016, lets Planning and Zoning code enforcement act on conditions in the unincorporated area that threaten public health and safety β accumulated garbage and debris, junk, inoperable or derelict vehicles, and overgrown vegetation. Owners receive written notice with time to correct; if they do not, the county can abate the condition and charge the cost to the property. Inside the cities the standard is tighter still: Champaign's Neighborhood Code Compliance enforces peeling paint, broken windows and outdoor junk, holding grass to eight inches and giving about ten days to comply.
After written notice, the county may abate the nuisance and charge the cost to the property owner. City code compliance issues correction notices, daily fines and abatement liens for unresolved blight.
