This is high country, and snow removal is a real duty here. Flagstaff requires property owners and occupants to clear abutting sidewalks within 24 hours of snowfall, or face a misdemeanor and city abatement charges.
Unlike the Arizona desert, Flagstaff sits near 7,000 feet and gets heavy snow, so it enforces a genuine sidewalk-clearing ordinance. Anyone who owns, leases, or occupies property bordering a public way must keep the abutting sidewalks, curbs, and crosswalk ramps clear of snow and ice, no later than 24 hours after accumulation. The whole width must be cleared, or at least five feet on wider walks, and you cannot shove the snow into the street. The snow season runs November 1 to April 1. Unincorporated Coconino County imposes no owner shoveling duty, and maintains little continuous sidewalk outside the towns.
Failing to clear a Flagstaff sidewalk within 24 hours is a misdemeanor. The Code Administrator can remove the snow after notice and bill the cost plus a $50 administrative fee, recorded as a lien against the property.
