Unincorporated Sarpy County imposes no sidewalk snow-clearing duty and maintains few sidewalks outside the towns. Inside Bellevue, Papillion, La Vista and Gretna, abutting owners must clear snow and ice under city ordinance and state law.
In the unincorporated county there is little continuous sidewalk network, and the county has adopted no ordinance making owners shovel. The real duty sits inside the cities. Nebraska gives first-class cities, including Bellevue, Papillion, La Vista and Gretna, statutory power to require owners to keep abutting sidewalks clear of snow, ice, mud and slush under Neb. Rev. Stat. 16-663, and each city carries that out in its own code, such as Bellevue's snow-removal article in Chapter 28. Clearing is typically expected promptly after a snowfall ends, commonly within 24 hours. That same statute lets a person injured by an owner's failure to clear sue for damages.
No county citation exists for an uncleared sidewalk in unincorporated areas. Inside cities, owners face fines and city clear-and-bill under local code, plus civil liability under Neb. Rev. Stat. 16-663 to anyone injured by uncleared ice.
