Property owners are liable for slip-and-fall injuries under common law if they negligently create a hazard (Hausser v. Giunta). Villages (Wappingers Falls, Millbrook, Rhinebeck) have similar ordinances. Typical fine $25-$100 first offense, up to $250 repeat.
