Travis County has no snow removal ordinance. Central Texas averages less than 1 inch of snow per year, and ice events are rare (Winter Storm Uri 2021 was historic). No municipal or county snow-clearance requirement exists.
Unlike northern states, Texas has no statutory sidewalk snow-clearing duty. During rare ice storms, TxDOT and county road crews treat bridges and primary roads, but property owners are not required to shovel sidewalks. The City of Austin recommends but does not mandate clearing. During Winter Storm Uri in February 2021, Austin suspended code enforcement for weather-related property issues. Property owners may still face common-law negligence claims if they create or worsen an icy hazard.
