Pasco County does not have a snow removal ordinance. Snow is extremely rare on the Tampa Bay Gulf Coast. Property owners must keep sidewalks clear of debris, vegetation, and storm damage under Code Ch. 46.
Pasco County is located on Florida's Gulf Coast north of Tampa Bay where measurable snowfall is essentially nonexistent (the last recorded trace was January 2010). As a result, Pasco County Code of Ordinances contains no snow or ice clearing requirements. However, Code Chapter 46 (Property Maintenance) and LDC §803 require property owners to keep sidewalks adjacent to their property clear of vegetation overgrowth, palm fronds, tree debris, and hurricane-generated storm debris. After tropical storms and hurricanes, owners have a reasonable period (typically 72 hours to 2 weeks depending on the storm) to clear sidewalks of debris that blocks pedestrian use. Under Florida premises liability law, property owners can face negligence claims for unreasonable hazards. The primary year-round concern is overhanging vegetation and palm debris, not frozen precipitation.
Sidewalk obstruction: $50-$250 Code Enforcement citation under Ch. 2. Repeated violations: escalating daily fines. Premises liability exposure for injuries.
