Residents in unincorporated Sacramento County receive solid waste collection from the Department of Waste Management & Recycling (DWMR) or a County franchisee, and subscription is mandatory for improved parcels. For curbside carts, the County's published rules state that carts should be placed at the curb no later than 6 a.m. on the scheduled collection day, but no more than 24 hours before collection, and returned to the property within 24 hours after collection. Carts must be at least 6 feet from cars, mailboxes, basketball hoops, and other objects, at least 3 feet apart from each other, and have 14.5 feet of overhead clearance. Between collection days, carts are expected to be stored on the resident's property rather than left at the curb. Separately, County Code Enforcement treats the accumulation of garbage and rubbish outside a fully enclosed structure as a nuisance under the Sacramento County Code. The County does not publish a single fixed setback or screening rule for where empty carts must be stored on residential property in the unincorporated area, so when carts are not out for collection they should be kept on-site and not left as a visible accumulation.
