NYC has overhauled its trash containerization rules to combat the rat problem. Under the Clean Container program announced in 2023 and rolled out in phases, buildings are transitioning from loose bags to sealed containers. For 1-9 unit residential buildings, trash must be in rigid containers with tight-fitting lids set out no earlier than 8 PM (changed from 4 PM under the new rules). Large residential buildings (10+ units) have different schedules and are moving to centralized containerized collection. The city has invested in official DSNY trash containers for streetside collection. Admin Code Β§16-120 requires property owners to store waste in a manner that prevents access by rodents. Buildings must maintain clean curb areas and cannot leave containers on the sidewalk after collection (containers must be retrieved by 9 PM on collection day).
