In unincorporated Snohomish County, collection containers may not be kept in the public right-of-way and must be stored on private property. Bins should go out no sooner than the day before pickup and be removed within 24 hours after collection.
SCC 7.42.045 governs how residents store and set out garbage, recycling and yard-debris containers in unincorporated areas. Containers must be kept on private property in a convenient, accessible spot near the residence without interfering with enjoyment of your own or a neighbor's property. They may not be stored within any public right-of-way. On collection day (or no sooner than the day before) bins go within 10 feet of the traveled roadway without blocking pedestrians or bicyclists, and should be pulled back within 24 hours of pickup.
Enforced through the county solid waste division and code enforcement; storing containers in the right-of-way or leaving them out is a violation of the residential collection rules.
