Solid Waste Agency of Lake County (SWALCO) coordinates solid waste policy. Waste collection in unincorporated Lake County and most municipalities is handled by contracted private haulers (Waste Management, LRS, Groot, GFL, Advanced Disposal). Lake County Code and municipal ordinances require residential trash and recycling carts to be stored behind the front building line of the dwelling, in a garage, or screened from public right-of-way between pickup days. Carts may be placed curbside no earlier than 4 PM the day before collection and must be removed by the end of pickup day or the following morning. Cart lids must close fully; overflow items may not be placed on top or beside the cart. Rodent-attracting scraps must be bagged. Commercial dumpsters must have screening enclosures per UDO. HOAs frequently impose stricter rules.
First offense: written warning. Subsequent offenses: $25 to $100 fines per occurrence under Lake County Code enforcement. Persistent violations may escalate to ordinance violation court. Haulers may refuse pickup for non-compliant placement, and owner may face missed-service fees.
