The Kootenai County Solid Waste Ordinance (Chapter 4-3) directs that all solid waste be managed to prevent health hazards and nuisances (4-3-4). No standalone rule dictates trash-can color or curb setout in the unincorporated county; instead, residents use 12 rural residential collection sites or the Ramsey and Prairie transfer stations. Under 4-3-6-1, the property owner is ultimately responsible for the county solid waste fee, which is billed on the property tax roll. Rural sites accept only household refuse; appliances, furniture, tires and other bulky items are prohibited there and must go to a transfer station.
Failure to pay solid waste fees can result in a $35 service charge at 60 days, discontinued use rights, and delinquent amounts over $100 and 120 days attached to the property's real property taxes (4-3-16, 4-3-6-5).
