Under Montgomery County Code Chapter 48 (Solid Waste) and DEP regulations, trash and recycling containers for curbside collection must be placed at the curb no earlier than 5 PM the day before the scheduled collection day. Containers must be retrieved from the curb no later than midnight on the day of collection. Between collection days, containers must be stored behind the front building line or otherwise screened from public view. Containers must have tight-fitting lids to prevent animal access and odor. The county provides blue recycling bins and residents must supply their own trash containers (up to 32-gallon cans or use up to two 65-gallon toters). Container placement must not obstruct sidewalks, driveways, or fire hydrants. HOA communities often have additional bin storage requirements.
