Turlock Municipal Code 6-3-206 makes it unlawful to leave any waste container standing in a street or place open to public view (except an alley) for more than 24 consecutive hours. Turlock's three-cart service (charcoal-gray garbage, blue recycling, green organics) is collected weekly by the City's franchised hauler, Turlock Scavenger. TMC 6-3-206 provides that 'it shall be unlawful to allow to stand or remain in any street or any place open to the public view, except an alley, any type of container for waste or industrial refuse for a period exceeding Twenty-four (24) consecutive hours.' The City's garbage-container guidance instructs residents not to let carts 'sit out in public view for more than 24 hours' and to store them out of view between collection days. Turlock Scavenger directs customers to place carts 'curb side the night before service day or no later than 5AM on service day.' Carts must not be overfilled. When set out, carts should be about 18 inches from the curb, at least 2 feet apart from each other, and 6 feet from any parked vehicle so the automated arm can reach them. The standard residential carts are 95-gallon (charcoal-gray garbage, blue recycling, green organics); 64- and 96-gallon gray refuse containers are also offered. These are City rules enforced by Turlock Code Enforcement (209-664-7348), distinct from any unincorporated Stanislaus County practice.
Leaving a cart or refuse container in public view longer than 24 hours violates TMC 6-3-206 and can draw a Code Enforcement notice and administrative citation (TMC Title 2, Ch. 11). Report at 209-664-7348.
