Minnesota's Freedom to Breathe Act bans smoking in indoor workplaces and bars, and many Hennepin County cities extend the ban to parks, patios, and transit stops.
The Minnesota Clean Indoor Air Act, also called the Freedom to Breathe Act under Minn. Stat. 144.411, prohibits smoking in nearly all indoor workplaces, bars, and restaurants statewide. Hennepin County and several cities extend restrictions outdoors. Hennepin County prohibits smoking on county-owned property, including HCMC and the central library. Minneapolis bans smoking in city parks, near building entrances, and in bus shelters. Vaping and cannabis combustion are typically treated like tobacco under local rules. Signage and employer enforcement responsibilities apply.
Smoking indoors at a workplace or bar, or violating a city park or transit-stop ban, brings fines starting around $50 to $300 plus possible business penalties.
