Spokane Police enforce this in parks, streets, sidewalks, plazas, and inside vehicles. Smoking marijuana in any place where tobacco smoking is banned is also prohibited under the Smoking in Public Places Act, RCW 70.160. There are no licensed cannabis consumption lounges in Spokane because state law does not authorize them. Edibles consumed openly in public also violate the public consumption ban. Use must occur on private property where the property owner allows it.
